  "text": "Provided nevertheless That in case there shall not be a sufficient Number of Commissioners for any City Borough Towne Cinque-Port or Place (for which by this Act Commissioners are particularly appointed) capable of acting according to the Qualifications required by this Act for putting this Act in Execution that in every such Case any the Commissioners appointed for the County at large within which such Borough Towne Cinque-Port or Place doth stand or which is next adjoyning thereto may act as Commissioners in the Execution of this Act within such City Borough Towne Cinque-Port or Place",
