  "text": "LANDFILL TAX\nMade 10th March 2003\nLaid before the House of Commons 10th March 2003\nComing into force 1st April 2003\nThe Commissioners of Customs and Excise, in exercise of the powers conferred upon them by sections 51(1) and 53(1) of the Finance Act 1996 , and of all other powers enabling them in that behalf, hereby make the following regulations:",
