  "text": "In rule 28(1) (expenses) after “that Act.” insert—\n“For the purposes of determining applications under article 22 (powers of the Lands Tribunal) or 23 (special provision as to variation or discharge of rules) of the Development Management Scheme Order, expenses shall be determined in accordance with article 29 of that Order.”.",
