  "text": "(1) Upon receipt of a notice of reference, the registrar shall enter particulars of it in the Register of References and shall send a copy of the notice to every party to the proceedings other than the applicant.\n(2) The registrar shall inform all parties to the proceedings of the number of the reference which shall constitute the title of the proceedings.",
