  "text": "(1) Regulations may make provision about civil sanctions for breaches of safety regulations.\n(2) For the purposes of this Schedule a person breaches safety regulations if, in such circumstances as may be prescribed, the person—\n(a) fails to comply with a requirement made by or under the safety regulations, or\n(b) obstructs or fails to assist an enforcement authority.\n(3) In this Schedule—\n“ civil sanction ” means—\n(a)a fixed monetary penalty (see paragraph 2),\n(b)a discretionary requirement (see paragraph 4),\n(c)a stop notice (see paragraph 7), or\n(d)an enforcement undertaking (see paragraph 11);\n“ safety regulations ” means regulations made under section 14B or 14C.",
