  "text": "(1) The Welsh Ministers may by order—\n(a) amend or omit any paragraph of subsection (3) of section 33A;\n(b) add additional paragraphs to that subsection;\n(c) amend or omit such additional paragraphs.\n(2) The Welsh Ministers must consult the Commission before making an order under subsection (1).",
