  "text": "(This note is not part of the Order)\nThis Order confers on the Legal Aid Board the functions required to enable area committees under the Legal Aid in Criminal and Care Proceedings Regulations 1989 (S.I. 1989/344) to determine the applications mentioned in articles 2 and 3.\nIn criminal proceedings the relevant applications are applications for review of refusals of representation by magistrates' courts, renewed applications for amendment or withdrawal of representation (or for representation by counsel), and applications for prior authority to incur expenditure.\nIn care proceedings the relevant applications are renewed applications for amendment or withdrawal of representation, and applications for prior authority to incur expenditure.\nArticle 2 also confers on the Board the functions required to enable it to promote publicity about Criminal Legal Aid.",
