  "text": "The licensing rules must make provision as to—\n(a) the acts and omissions in respect of which the licensing authority may impose a penalty under section 95, and\n(b) the criteria and procedure to be applied by the licensing authority in determining whether to impose a penalty under that section, and the amount of any penalty.",
