  "text": "(1) The Scottish Ministers may by regulations make provision conferring on approved regulators such additional functions as they consider appropriate for the purposes of this Part.\n(2) Before making regulations under subsection (1), the Scottish Ministers must—\n(a) have the Lord President's agreement, and\n(b) consult—\n(i) every approved regulator,\n(ii) such other person or body as they consider appropriate.",
