  "heading": "Power to make additional provision to give full effect to this Act",
  "text": "(1) If the Welsh Ministers consider it necessary or expedient for the purpose of giving full effect to any provision in this Act, or in consequence of any such provision, they may by regulations make—\n(a) supplementary, incidental or consequential provision;\n(b) transitory, transitional or saving provision.\n(2) Regulations under subsection (1) may amend, repeal, revoke or otherwise modify any enactment (including a provision in this Act).",
