  "text": "(1) The proceedings of a CCA are not invalidated—\n(a) by any vacancy—\n(i) among its members or substitute members, or\n(ii) (in the case of a mayoral CCA) in the office of deputy mayor, or\n(b) by any defect in the appointment or qualifications of—\n(i) any member or substitute member, or\n(ii) (in the case of a mayoral CCA) of the deputy mayor.\n(2) In this section “substitute member” means a person appointed to act as a member in the absence of another member.",
