  "text": "Section 117 of the 1988 Act (rates and precepts: abolition) shall not have effect in relation to the power of any body to have its expenses paid by a billing authority conferred by any of the following orders—\n(a) the Local Government Reorganisation (Debt Administration) (Greater Man chester) Order 1986;\n(b) the Local Government Reorganisation (Debt Administration) (Merseyside) Order 1988;\n(c) the Local Government Reorganisation (Debt Administration) (South York shire) Order 1986;\n(d) the Local Government Reorganisation (Debt Administration) (Tyne and Wear) Order 1986;\n(e) the Local Government Reorganisation (Debt Administration) (West Midlands) Order 1986;\n(f) the Local Government Reorganisation (Debt Administration (West Yorkshire) Order 1986.",
