  "text": "For regulation 11 (meaning of “designated person” in Chapter 1) substitute—\n“11. In this Chapter, a “designated person” means—\n(a) a person who is designated from time to time by the Secretary of State under regulation 5 (power to designate persons) (as it has effect in the United Kingdom) for the purposes of regulations 12 to 16 (asset-freeze etc.) (as they have effect in the United Kingdom), or\n(b) a person who is a designated person for the purposes of regulations 12 to 16 by reason of regulation 10(1) (designation of persons named by or under UN Security Council Resolutions).”",
