  "text": "“Local authority” means—\n(a) a local authority within the meaning of section 270 of the Local Government Act 1972;\n(b) the Greater London Authority;\n(c) the Common Council of the City of London;\n(d) the Council of the Isles of Scilly;\n(e) a National Park authority established by an order under section 63(1) of the Environment Act 1995 for an area in England or Wales;\n(f) the Broads Authority; and\n(g) the Sub-Treasurer of the Inner Temple or the Under-Treasurer of the Middle Temple.",
