  "text": "(1) This section applies where a local authority is both—\n(a) the relevant licensing authority, and\n(b) a responsible authority,\nin respect of any premises.\n(2) The authority may, in its capacity as a responsible authority, apply under section 51 for a review of any premises licence in respect of the premises.\n(3) The authority may, in its capacity as licensing authority, determine that application.",
