  "text": "Land is “neighbouring land” for the purposes of section 21(1)(a) if–\n(a) it is within 4 metres in any direction of any boundary of the premises to which the application in question relates; and\n(b) it is not part of–\n(i) a road (within the meaning of section 107 of the New Roads and Street Works Act 1991 );\n(ii) land covered by water; or\n(iii) a railway line.",
