  "text": "(1) Any individual aged 18 years or more may apply for a personal licence to—\n(a) if the individual is ordinarily resident in the area of any Licensing Board, that Board, or\n(b) in any other case, any Licensing Board.\n(2) An application under subsection (1) is referred to in this Act as a “personal licence application”.",
