  "text": "(This note is not part of the Rules)\nThese Rules amend the Licensing (Special Hours Certificates) Rules 1982 to take account of amendments to the provisions of the Licensing Act 1964 concerning special hours certificates effected by the Licensing Act 1988, which in particular confer a discretion with respect to the grant of such certificates and make fresh provision for the attachment of limitations to them.",
