  "text": "HARBOURS, DOCKS, PIERS AND FERRIES\nMade 13th January 2000\nComing into force 3rd February 2000\nWhereas the Carmarthenshire County Council is the harbour authority for the port and harbour of Llanelli by virtue of the Llanelli Harbour Revision Order 1997 and has applied for a harbour revision order under section 14 of the Harbours Act 1964;\nAnd whereas an objection duly made to the application has been withdrawn;\nAnd whereas the Secretary of State having, in pursuance of paragraph A2 of Schedule 3 to the said Act, determined that the application is made in relation to a project which falls within Annex II to Council Directive 85/337/EEC on the assessment of the effects of certain public and private projects on the environment but whose characteristics do not require that it should be made subject to an environmental assessment;\nNow, therefore, the Secretary of State for the Environment, Transport and the Regions, (being the appropriate Minister under subsection (1) of the said section 14) in exercise of the powers conferred by that section and now vested in him, and of all other powers enabling him in that behalf, hereby makes the following Order:–",
