  "text": "(1) Section 214 (further provision about orders under section 212) is amended as follows.\n(2) In subsection (1)—\n(a) after “section 212” insert “ made by the Welsh Ministers ”,\n(b) before “local authority” insert “ Welsh ”, and\n(c) for “the appropriate person” substitute “ the Auditor General for Wales ”.\n(3) Omit subsection (2).\n(4) In subsection (9) after “qualifying person” insert— “ Welsh local authority; ”.\n(5) Omit subsection (10).",
