  "text": "The Secretary of State may by regulations provide for the payment of fees by a body in respect of its—\n(a) making an application that would result in its becoming a recognised qualifying body, or\n(b) becoming such a body further to an application made by it, or\n(c) remaining such a body, having become so further to an application made by it.",
