  "heading": "Requirements in relation to certain functions",
  "text": "(1) A principal authority may only exercise the functions in paragraph (2) by the members of the authority meeting as a whole, except where the authority is a corporation sole, in which case the functions must be exercised by the holder of the office.\n(2) The functions are—\n(a) deciding to accept an invitation under regulation 9;\n(b) deciding to become an opted in authority under regulation 10; or\n(c) deciding to request to become an opted in authority under regulation 11.",
