  "text": "LOCAL GOVERNMENT, SCOTLAND\nMade 1st March 1989\nLaid before Parliament 10th March 1989\nComing into force 1st April 1989\nThe Secretary of State, in exercise of the powers conferred on him by sections 45, 49A, 50 and 235 of the Local Government (Scotland) Act 1973, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
