  "text": "LOCAL GOVERNMENT, SCOTLAND\nMade 20th August 1990\nLaid before Parliament 21st August 1990\nComing into force 1st September 1990\nThe Secretary of State, in exercise of the powers conferred on him by sections 45, 49A, 50 and 235(1) of the Local Government (Scotland) Act 1973, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
