  "text": "(This note is not part of the Regulations)\nThese Regulations increase the maximum rate of attendance allowance payable to members of a local authority who are councillors, and the maximum rate of financial loss allowance payable for the performance of an approved duty to members of a local authority and of other bodies who are not entitled to attendance allowance (regulation 2). The Regulations also increase the maximum rates of special responsibility allowance which may be paid by a local authority and increase the total amount which a local authority may pay by way of such allowance in any financial year, depending upon the population of that local authority area (regulations 3 and 4).\nThese Regulations also revoke the Local Authorities (Allowances) (Scotland) Amendment Regulations 1989 which set the previous maximum rates and totals payable (regulation 5).",
