  "text": "This Statutory Instrument has been made in consequence of defects in S.I. 1990/767 and is being issued free of charge to all known recipients of that Statutory Instrument.\nLOCAL GOVERNMENT, ENGLAND AND WALES\nMade 16th May 1990\nLaid before Parliament 18th May 1990\nComing into force 19th May 1990\nThe Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 43(5) of the Local Government and Housing Act 1989 and of all other powers enabling them in that behalf, with the consent of the Treasury, hereby make the following Regulations:",
