  "text": "In these Regulations—\n“the Act” means the Local Government and Housing Act 1989;\n“the listing rules” means any rules made pursuant to section 142(6) of the Financial Services Act 1986;\n“loan instrument”, except in regulations 3(5) and (6), 6 and 7, does not include instruments which are transferable by delivery;\n“payment” includes repayment;\n“the register” means a register maintained by a local authority under section 46 of the Act;\n“the registrar” means a local authority acting as a registrar for some or all of the purposes of the register maintained by that authority or any person appointed by the authority as a registrar for any such purposes who is neither an officer nor any other employee of the authority;\n“The Stock Exchange” means The International Stock Exchange of the United Kingdom and the Republic of Ireland Limited.",
