  "text": "Regulation 16 of the Local Authorities (Capital Finance) Regulations 1997 (meaning of private finance transaction) shall continue to have effect on and after 1st April 2004, as if it had not been revoked on that date by virtue of the repeal of Part IV of the 1989 Act, for the purposes of any definition of “private finance transaction”, defined by reference to that regulation 16, in any enactment or any instrument made under an enactment.",
