The First Secretary of State, having received a report from the Audit Commissionf1 produced under section 99(1) of the Local Government Act 2003f2 in exercise of the powers conferred by section 99(4) of that Act, hereby makes the following Order:

For the definition of “Audit Commission”, see section 99(7) of the Local Government Act 2003. The report of the Audit Commission consists of a letter from the Chief Executive of the Audit Commission to the Minister of Communities and Local Government dated 18th July 2005 with an attached list of local authorities categorised by the Audit Commission as at that date.
