  "text": "(1) These Regulations may be cited as the Local Authorities (Code of Conduct) (Local Determination) (Amendment) Regulations 2004 and shall come into force on 4th November 2004.\n(2) These Regulations apply to relevant authorities in England and to police authorities in Wales.",
