Coming into force 1st October 2001
The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by sections 39(5) to (7) of the Local Government and Housing Act 1989, and of all other powers enabling him in that behalf, hereby makes the following Order:
