  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 21st March 1995\nLaid before Parliament 23rd March 1995\nComing into force\nFor the purposes mentioned in article 1(2)(b) 1st July 1995\nFor the purposes of article 4 1st July 1995\nFor all other purposes 1st April 1995\nThe Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred upon them by sections 39(5) to (7), 67(4), 70(1) and (5) and 71(1)(b) of the Local Government and Housing Act 1989 and all other powers enabling them in that behalf, hereby make the following Order:",
