  "text": "LOCAL GOVERNMENT, SCOTLAND\nMade 1st July 1997\nLaid before Parliament 4th July 1997\nComing into force 1st August 1997\nThe Secretary of State, in exercise of the powers conferred upon him by sections 45(4), 47 and 235(1) of the Local Government (Scotland) Act 1973 and sections 18 and 190(1) of the Local Government and Housing Act 1989 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
