  "text": "LOCAL GOVERNMENT\nMade 23rd January 2002\nLaid before the Scottish Parliament 24th January 2002\nComing into force 15th February 2002\nThe Scottish Ministers, in exercise of the powers conferred by sections 45(4), 47 and 235(1) of the Local Government (Scotland) Act 1973 and sections 18 and 190(1) of the Local Government and Housing Act 1989 and of all other powers enabling them in that behalf, hereby make the following Regulations:",
