  "text": "(1) Article 10(1), in so far as it relates to Part II of Schedule 2, and article 10(2), are made by the Secretary of State for the Environment.\n(2) Article 10(1), in so far as it relates to Part III of Schedule 2, and article 10(3), are made by the Secretary of State for Wales.\n(3) Subject to paragraphs (1) and (2), this order is made by the Secretary of State for the Environment in relation to England and by the Secretary of State for Wales in relation to Wales.",
