  "text": "The power to maintain the Waltham Abbey market exercisable immediately before 1st April 1974 by the urban district council of Waltham Holy Cross shall be exercisable by the Town Council of Waltham Abbey, and the said Town Council shall have the same powers in relation to the said market as were exercisable immediately before 1st April 1974 by the said urban district council.",
