  "text": "This Order makes further provision incidental, consequential, transitional and supplementary to the Local Government Act 1972 and the Water Act 1973, relating to—\n(a) the amendment of certain Acts and instruments;\n(b) the Waltham Abbey market;\n(c) agreements by the Bolton Borough Council which will engage its direct labour force; and\n(d) the transfer of certain property etc.",
