The Secretary of State for the Environment and the Secretary of State for Wales, in exercise of the powers conferred upon them by sections 254(1)(a) and (2)(a) and (c) of the Local Government Act 1972 and section 84(1)(a) and (2)(a) of the London Government Act 1963 and of all other powers enabling them in that behalf, hereby make the following order:—
