The Secretary of State for the Environment in relation to England, and the Secretary of State for Wales in relation to Wales, in exercise of the powers conferred upon them by sections 137(4B)(f) and (5) of the Local Government Act 1972^f1 and of all other powers enabling them in that behalf, hereby make the following order:—
