  "text": "(1) The Local Authorities (Functions and Responsibilities) (England) Regulations 2000 shall be amended as follows.\n(2) In Schedule 1 (functions not to be the responsibility of an authority’s executive) there shall be inserted in paragraph I (miscellaneous functions), after item 47—\n(a) in column (1)—\n“47A. Powers relating to complaints about high hedges.”; and\n(b) in column (2)—\n“Part 8 of the Anti-Social Behaviour Act 2003.”.",
