  "text": "LOCAL GOVERNMENT, ENGLAND\nMade 7th March 2000\nComing into force 1st April 2000\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 175(1A) of the Local Government Act 1972, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
