  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Local Authorities (Members' Allowances) Regulations 1991. They apply only in relation to local authorities and other bodies in England.\nRegulation 2(1) increases, from £29.48 to £30.39, the maximum which may be paid to parish and community councillors and to non-elected members of local authorities by way of allowance under section 175(1A) (allowances for attending conferences and meetings) of the Local Government Act 1972.\nRegulation 2(2) provides for the increase to have effect in relation to attendances at conferences and meetings on or after 1st April 2000.\nRegulation 3 revokes the Local Authorities (Members' Allowances) (Amendment) Regulations 1999 insofar as they relate to local authorities and other bodies in England.",
