The Secretary of State for the Environment, Transport and the Regions, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 173 and 270(1) of the Local Government Act 1972f1 and of all other powers enabling them in that behalf, hereby make the following Regulations:
