  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 4th March 1997\nLaid before Parliament 7th March 1997\nComing into force 1st April 1997\nThe Secretary of State for the Environment as respects England and the Secretary of State for Wales, in exercise of the powers conferred on them by sections 173, 175(1A), 177(1)(b), 178(1) and 270(1) of the Local Government Act 1972, sections 18 and 190(1) of the Local Government and Housing Act 1989, and of all other powers enabling them in that behalf, hereby make the following Regulations:",
