  "text": "(1) These Regulations may be cited as the Local Authorities (Members' Allowances) Regulations 1997 and shall come into force on 1st April 1997 (“the commencement day”).\n(2) In these Regulations `the principal regulations' means the Local Authorities (Members' Allowances) Regulations 1991.",
