The First Secretary of State, in exercise of the powers conferred upon him by sections 18 and 190(1) of the Local Government and Housing Act 1989f1 and sections 100 and 105(2), (3) and (4) of the Local Government Act 2000f2, and of all other powers enabling him in that behalf, and having carried out such consultation as is required by section 100(5) of the Local Government Act 2000, hereby makes the following Regulations:
