The First Secretary of State, in exercise of the powers conferred upon him by sections 100 and 105(2), (3) and (4) of the Local Government Act 2000^f1, and having carried out such consultation as is required by section 100(5) of the Local Government Act 2000, hereby makes the following Regulations:
