  "text": "In these Regulations–\n“the 1972 Act” means the Local Government Act 1972;\n“the 1985 Act” means the Local Government Act 1985;\n“the 1989 Act” means the Local Government and Housing Act 1989;\n“joint authority” means an authority established under Part IV of the 1985 Act;\n“year” means the 12 months ending with 31st March.",
