The Secretary of State, in exercise of the powers conferred on him by sections 15 and 181(1) and (2)(a) of the Local Government etc. (Scotland) Act 1994^f1 (and section 15 as applied by section 138 of that Act), and of all other powers enabling him in that behalf, hereby makes the following Order:
