# The Local Authorities (Publicity Account) (Exemption) Order 1987, Article 4: Expenditure by way of assistance to other persons


Section 5(1) does not apply to expenditure by way of financial or other assistance given to another person to enable that person to carry out an activity which does not consist wholly or mainly of publicity.
